Nylon insert locking nuts are hex nuts with a nylon collar insert that impedes turning which is why they are commonly called elastic stop nuts. Grade 10.9 nylon insert locking nuts are made from quenched and tempered medium carbon zinc plated alloy steel, comparable to imperial Grade 8.
